Who can Obtain Exceptional Turkish Citizenship?
Turkish citizenship can be acquired by birth or later. One of the cases of later acquisition is to acquire Turkish citizenship in an exceptional way. Exceptional citizenship is possible for the people listed below.
- Foreigners who bring industrial facilities to Turkey or who have passed or are thought to be performing extraordinary services in scientific, technological, economic, social, sports, cultural and artistic fields and for whom a justified offer has been made by the relevant ministries,
- Foreigners holding a Turquoise Card and their foreign spouses, minor or dependent foreign children of themselves and their spouses,
- Persons required to be naturalized and persons considered to be immigrants.
What are the required documents for exceptional Turkish citizenship application?
Foreigners who want to acquire Turkish citizenship exceptionally should prepare the following documents for application.
a) Application Form
b) 2 biometric photographs, 50x60 mm in size, on a white background, without a pattern, determined by ICAO and can be read in the machine,
c) Passport or similar document showing which state the foreigner is a citizen of,
d) If the foreigner is stateless, the relevant document, if possible.
e) Marital status certificate and marriage certificate if married, divorce certificate if divorced, spouse's death certificate if widowed.
f) A document showing the identity of the person, such as a birth certificate or an extract of civil registry, and if married, civil registry or similar document proving the family ties of the spouse and children.
g) If the person's date of birth does not have a month and day, the document obtained from the competent authorities of his country for the completion of the date of birth, and if the document cannot be obtained, the signed statement that he accepts the action in accordance with Article 39 of the Civil Registry Services Law No. 5490.
h) Receipt showing that the service fee has been paid.
Where to Apply for Exceptional Turkish Citizenship?
The foreigner who meets the conditions for obtaining citizenship by exceptional means can apply, together with the application documents, by the governorate where the place of residence is located or by the foreign representative offices abroad, upon the written instruction of the relevant Ministry. Applications made by post will not be accepted. As the application date, the date on which the person's form petition is registered by the application authority is taken as basis.
Citizenship applications of foreigners who are not adults or lack the power of discrimination are made by their parents or guardians.
All documents in the citizenship file must be ratified. Ratification of official documents issued by foreign authorities is carried out in accordance with Article 59 of the Civil Registry Services Implementation Regulation.
It is sufficient for foreigners who want to acquire Turkish citizenship to submit documents such as diplomas and passports, which are submitted by foreign authorities at the time of application, to be translated into Turkish and notarized.
Where deemed necessary, the approval of the originality of residence permits can also be made by the provincial directorates.
Citizenship application can be made through a lawyer who is given a power of attorney, which includes the authority to apply for citizenship.
